I don't honk my horn when someone cuts me off, I'm just concerned with my safety when that happens. I will honk if someone takes way too long to move after a light changes. I'll give them a few seconds, but after a while I figure they need a bit of a wake-up call. I'm not perfect, I've spaced out at a light once or twice in my life, and I was honked at. I don't think it's a rude thing to do at that point.
