Default Switching gas tanks

My friend's van has two gas tanks. My husband says that one must turn off the van to switch tanks or there could be dire consequences. I say that there's no real reason not to just switch it whenever. Who's right?

I've never heard of having to turn off the engine before switching tanks. When one's empty, you just flip the switch to start using the other. It's just like dual tanks on a semi truck.
