Default How to rate?

According to the New York Times, they're trying to figure out how to rate fuel economy on electric cars. I can see how this would be a problem, since they won't be using gasoline like our current vehicles!

Well, they may have to just compare old electric bills to new electric bills and assume that the difference will be what is being used for the car. Also, they will have to be careful and note if there were any rate increases on the electric bill during that time.
