Default Conserving Gas in Heavy Traffic Jams

I've been through traffic jams before. Traffic literally stopped moving for minutes at a time. What I did was shut off the engine every time traffic would halt. I read somewhere that I could save gas that way. But then I also read an automotive magazine article that said I could not save gas that way.

Which one, in your opinion, is correct?
