With all of these new cars I am trying to anticipate some of the changes. Is an electric car going to be more or less noisy than a traditional car?

I would imagine that it would be less noisy, since all of the movement necessary in a regular gas-powered engine to convert the gas into energy wouldn't be necessary.

I test drove a little Ford Escape hybrid. When the electric motor was engaged, it was significantly quieter, which I thought was a beautiful thing.

Electric car quieter? Well, the "engine" would definitely be much quieter. But it may not significantly reduce the inherent noise brought by the wheel's contact with the road and the rotation of the shaft that drives the transmission.
