    Electric car quieter? Well, the "engine" would definitely be much quieter. But it may not significantly reduce the inherent noise brought by the wheel's contact with the road and the rotation of the shaft that drives the transmission.

    There's a spring that pushes the wiper towards the window. When this weakens (through normal wear and tear) then what you have just described happens. See if that spring can be replaced. If not, I suggest you replace the entire wiper.
